绵阳市关于实施“三品”工程引领农业现代化的实施意见

为深入贯彻落实市委、市政府在“三品”引领下优化现代农业的决策部署,结合《农业农村部办公厅关于关于印发《农业生产“三品一标”提升实施方案》(农政条例[2021]1号)和《四川省农业农村厅关于印发实施方案的通知》的事项《四川省农业生产“三品一标”提升方案》(川农发[2022]3号),进一步推动我市现代农业水平提升。 提质增效,拓宽农业绿色高效发展道路,增强农产品市场竞争力,更好满足消费者对健康优质农产品的需求,提升全产业链增值空间。 对引领农业现代化的“三品”工程(品种改良、质量提升、品牌建设)提出以下意见。

一、总体要求

(一)指导思想。 坚持以习近平新时代中国特色社会主义思想为指导,深入贯彻党的十九大和十九届五中全会精神,全面贯彻落实习近平总书记关于“四川农业大省不能丢,必须带头做好”这篇关于农业供给侧结构性改革的大文章,是推动农业大省向农业强省转变的重要指示省。 认真贯彻落实党中央、国务院、省委、省政府、市委、市政府的要求,以实施乡村振兴战略为总指挥,以农业供给以侧结构性改革为主线,围绕绵阳市“6+10”现代农业产业体系和“23610”现代农业产业空间布局,加快农作物、畜禽、水产品品种改良、抓好农产品品质、打造农业品牌,推动绵阳农业向国际国内先进水平迈进,促进乡村全面振兴。

(二)目标任务。 到2025年,培育推广一批高产、优质、多抗的特色优势品种,建设一批标准化生产基地和现代农业园区,集成应用一系列绿色可持续生产技术,加强一批有影响力、规模化的龙头企业。 完善一整套农产品质量安全监管体系,打造一批具有绵阳特色的知名农业品牌,培育一批稳定的农产品营销市场,不断提高农业提质增效和竞争力。 打造千亿生猪产业集群、百亿蔬菜产业集群、50亿油菜产业集群、50亿渔业产业集群。 绵阳初步建成“国家种业强市”,成为全国生猪种业高地、国家粮油种源保障基地、重庆绥绵蔬菜产业核心区。 绵阳市品牌农产品数量进一步增加,品牌意识进一步提高,品牌运营和保护更加规范,培育市县级区域公共品牌5个,绿色食品、有机食品总数培育的农产品和地理标志农产品已达177个,“绵州”“珍宝”地区公共品牌价值达10亿元。全市第一产业增加值年均增长5%左右,人均农村居民可支配收入年均增长8%以上。

2、加快推进品种改良

(三)依托粮油原料基地优势,推动突破性粮油品种培育。 充分发挥市农科院作为国家小麦、水稻、油菜原种基地的优势,加快其育种创新基地建设,打造粮油种业核心; 依托绵阳国家杂交水稻制种基地市和安州、梓潼、三台等国家级粮油制种县,加快推广发展绵徽6139系列品种等自主培育的优质粮油品种、棉麦902、棉优309以及大豆品种的改良和扩产。 利用分子标记、全基因组选择等生物育种技术,挖掘粮油品种重要性状基因,精准改良专一性状。 支持原始创新,通过自主试验、联合试验、绿色通道试验等方式,加快培育松江丝苗、棉杂麦1101、棉油6033等一批粮油新品种,大力推广全流程机械化种子生产技术,促进粮油种业发展。 质量发展,巩固粮食安全来源。 (责任部门:种业发展处、市种子管理站)

(四)依托生猪创新中心建设,推动优质生猪新品种培育。 充分发挥绵阳国家区域生猪种业创新中心建设的引领作用,加快三台县国家现代农业(猪种业)产业园和江油市省级生猪种业培育园区建设,打造生猪种业核心。 支持铁企力士、明星农业、新希望海波公司三个国家核心生猪养殖场参与国家基因组联合育种计划,推动生物育种产业化和猪种业全产业链建设,加快推进生物育种产业化和猪种业全产业链建设。天府猪肉、川藏猪养殖 推广发展黑猪等自主繁育优质猪品种。 以“1+7+N”1200头共享种公猪站建设为契机,以川猪联合繁育创新平台为纽带,整合资源,引进四川黑猪新品种,培育天府黑猪新品种,推动生猪种业突破发展,将绵阳打造成为全国生猪种业高地,为国家解决生猪种业“卡脖子”关键技术提供“绵阳方案”。 (责任部门:种业发展处、市种子管理站)

(五)依托良好的蔬菜繁育基地建设,推广高端设施蔬菜和绵阳特色优势品种培育。 充分发挥游仙区作为国家级区域蔬菜良种繁育基地的优势,加快游仙区省级蔬菜种业培育园区建设,打造川菜种业硅谷。 紫潼饭扫光、江油清香园等蔬菜加工龙头企业将带动蔬菜全产业链建设,推广“雪梨松”生菜、“面子牛一号”豇豆、“木龙观”胡萝卜等优质栽培品种地理标志蔬菜品种推广与开发。 以安州优质商品蔬菜基地和江油市太白蔬菜现代农业园为载体,引进优质种子龙头企业,填补蔬菜种子生产短板,推进“种商融合”。 提高全兴、科兴、绵树等蔬菜种业龙头企业的育种创新能力,广泛收集蔬菜种质资源,挖掘优良种质资源潜力,密切关注高端设施蔬菜品种研究前沿,大力发展蔬菜种质资源。大力培育辣椒、茄子、西红柿、西葫芦、黄瓜等高端设施蔬菜品种,继续发挥绵阳地方特色蔬菜品种的来源优势,加强绵阳生菜、豆类、快菜、白菜等的种植。其他优势地方特色蔬菜品种,为开创余穗绵阳优质蔬菜生产带发展提供源头支撑。 (责任部门:种业发展处、市种子管理站)

(六)依托当地资源禀赋优势,推动特色产业品种升级。 充分发挥本市畜禽、水产品、经济作物、林果、中药材种质资源丰富的优势,建设一批良种场、资源保护场(区)、资源苗圃,转化资源优势转化为产业优势。 加快扶城麦冬、安县魔芋、平武厚朴等地理标志产品和北川苔茶等地方特色作物产业发展,引导扶城蚕桑现代农业园区、平武厚朴现代农业园区推广育种和推广。生产“营销”一体化发展。 加强北川白山羊、平武牛等地方畜禽品种提纯复壮,推动平武红鸡等新畜禽资源认定。 支持凤鸡公司与四川农业大学共建专业蛋鸡产业园,打造国内规模最大、标准最高、质量最好的种鸡生产基地。 培育一批以地方品种开发为重点的种业企业,加快培育天府肉羊、绵州白羊、资江鳜鱼、庐山一号甲鱼等畜禽水产品新产品。 通过特色产业品种选育和应用,推动产品升级,培育农业经济新的增长点。 (责任部门:种业发展司、渔政渔政司、市种子管理站)

3、加快质量提升

(七)净化产地环境。 加强污染农田集中排查,推动农田土壤环境质量类别动态更新。 根据耕地土壤环境质量类别分类结果,继续加大耕地分类管控力度,采取优先将保护耕地作为永久基本农田、优先建设高水平农田等措施。对标准农田实施保护,确保其面积不减少、土壤质量保持不变。 环境质量不会下降; 采取调整种植结构、优化施肥、深耕、调理土壤等技术措施安全利用耕地,降低污染物向农产品食用部分转移的风险。 实行耕地严格控制100%治理措施,确保到2025年全市污染耕地安全利用率不低于94%。(责任部门:科技教育部门、农产品质量监督和品牌种植处、市农业技术推广中心、市农畜产品质量安全检验检测中心)

(八)推广绿色投入。 以水稻、小麦、玉米、油菜等粮油作物和蔬菜、水果等经济作物为重点,示范推广性引诱剂、诱食剂、杀虫灯、害虫等物理化学诱导防治产品诱捕板,以及赤眼蜂和掠食性螨虫。 和其他天敌产品来控制害虫。 加快推广应用生物农药和高效低毒低残留新型农药防治病虫害。 加大缓控释肥、水溶肥、微生物肥料等肥料新产品推广应用,大力开展有机肥替代行动。 科学设立农药、化肥使用监测调查点,开展全面、准确的监测调查,对整个生育期的施肥、农药使用情况进行监测。 有机肥施用面积达到370万亩,全市生物农药使用比例提高到30%以上,绿色食品、有机食品和地理标志生产基地生物农药比例超过50% 。

规范饲料中兽药使用。 除商品饲料中允许使用的抗球虫药和中药外,严禁生产经营含有其他兽药的商品饲料。 严禁养殖场(户)在自备原料中添加其他兽药。 鼓励兽药生产企业和科研机构开发兽用中药新药,对疗效证明的传统兽用中药进行“二次开发”,并向农业农村部申请注册。 落实《水产养殖质量安全管理规定》,建立全过程水产品质量监管体系,全面提升生态疫病防治综合水平。 完善水产种苗检疫制度,做好水生动物疫病监测预警和风险评估,及时发布预警预报,加强水生动物突发事件处置,持续减少药品使用。

加强施肥、用药、喂养等宣传培训,向户普及科学、安全、绿色健康理念和关键技术。 开展全省标准化农药销售店示范创建活动,实施兽用抗菌药减少使用行动,严格执行兽药处方药制度、兽药休药期制度等,严禁使用药品超出范围和剂量。 (责任部门:种植业和农药化肥司、畜牧兽医司、饲料兽医司、渔政渔政司、农产品质量监督和品牌培育司)

(九)推广优良品种。 推动农作物优良品种升级,开展粮油、蔬菜、木本药材等农作物区域适应性试验和示范,支持县(市、区)开展麦冬等特色农作物品种比较试验、茶、蜜柚、厚朴; 每年评选推出一批优质粮油和特色经济作物品种。 推广一批品质优良、稳产的优质水稻品种,示范一批优质高效的常规和杂交水稻品种,不断优化水稻品种结构; 推广双低油菜籽、高芥酸油菜籽、优质晚熟柑橘、特色茶叶、优质蔬菜、地道药材等新品种。 规范水产良种生产经营,加强重点种场(站、企业)标准化管理,按照原良种生产管理标准监督亲本保藏选育、良种选育和栽培,加强水产良种生产管理。种子繁育和育种工作。 检疫,全面实行水产苗木检疫证书网上电子签发。 到2025年,全市主要农作物良种覆盖率达到99%,水产品良种覆盖率达到95%。 (责任部门:种植农肥司、畜牧兽医司、渔政渔政司、市农业技术推广中心)

(十一)推进农业机械化。 依托国家农机购置补贴政策和农机报废更新补贴政策落实,坚持优机补贴原则,重点推广保护性耕作、精准施肥等农业机械化技术装备播种、高效植保、节水灌溉、秸秆处理; 指导地方优先支持粮食生产机械报废更新。 推广适用于粮油、生猪和特色产业的高适应性农业机械装备,形成“五好品质一体”的农业机械化发展体系,大力推进丘陵山区农田“机械化”改造,积极探索丘陵山区特种作物生产全流程机械化解决方案。 。 到2025年,先进机械装备广泛应用,农机与农艺结合更加紧密,主要粮食作物综合机械化水平达到76%以上。 (责任部门:农机化司)

(十二)建设标准化生产基地。 按照“标准采购、非标创制、全面执行标准”的要求,推动现代农业全产业链标准化生产,支持鼓励县域和生产企业制定符合标准的操作手册。结合当地农业生产实践,将标准转化为“懂纸”。组织大型实体开展对标活动、产品质量跟踪比对研究、产品质量提升与认证等相关工作,培育一批农业企业标准“领头羊”。围绕“6+10”现代农业产业体系和“23610”现代农业产业空间布局,沿S209-G108北方粮油产业打造优势明显、规模较大、集约化、标准化的主导产业沿G245经济带和涪江优质蔬菜产业带和南方粮油产业带。 支持县(市、区)将麦冬、厚朴、水产等六大特色优势产业示范片打造成为特色更鲜明、产出效益更突出的特色产业标准化基地,推广麦冬、附子、天麻、厚朴。 、桔梗等中药材标准化、标准化、规模化种植,提高中药材品质,保证中药材质量,擦亮川药品牌。 开展现代农业园区“一园一策”提升行动,成功创建国家级现代农业产业园区2个、省级星级现代农业园区10个、市级星级现代农业园区50个。 积极争取国家农业产业强镇建设,推动项目高质量完成,顺利通过立项认证,成功创建5个国家农业产业强镇。 开展特色产业村培育,创建5个“一村一品”示范乡镇。 建成省市标准化畜禽养殖场184个,建立2个以上国家级健康水产养殖和生态养殖示范区,1个以上绿色健康“五大行动”骨干示范基地水产养殖逐年增加。 粮食种植面积稳定在600万亩以上,油菜籽种植面积稳定在225万亩,蔬菜种植面积稳定在110万亩,中药材种植面积达到150万亩。 到2025年,年屠宰生猪430万头,年屠宰家禽7800万只,水产品年产量13万吨。 (责任部门:发展规划产业司、种植业和农药化肥司、畜牧兽医司、渔政渔政司)

(十四)促进产业融合发展。 聚焦特色产业,集聚资源要素,大力推进农业与多领域、多行业、多区域融合发展。 以保质降损为导向,重点发展果蔬预冷、储藏保鲜,茶叶杀青、揉捻、炒制、干燥,食药同源中药材切割筛选,其他农产品原产地初加工,努力推进绵阳市农产品冷链建设。 全市、全县物流建设试点工作将持续推动产地农产品初加工升级。 到2025年,产区农产品初加工率达到70%。 引导加工企业向现代农业园区、农业产业强镇、特色农产品优势区发展,继续建设三台县、梓潼县省级农产品加工示范园区,提高原料产量与加工能力的匹配度,促进当地农产品附加值。 创新农业社会化服务体系,支持游仙区、江油市、盐亭县争创农业生产社会化服务示范县,让小农户纳入现代农业发展轨道。 加快现代农业产业基地“风景化”建设,拓展农业多元功能,大力发展农耕体验、生态康养、创意农业等新产业、新业态,发展城市郊区都市休闲农业,发展现代农业产业基地。创建山区森林保健和生态旅游示范区。 继续推进生猪、麦冬等特色优势产业电子交易平台建设,开展智慧物联网产业基地建设,延伸产业链、做强价值链,促进农村一体化发展第一、第二、第三产业。 (责任部门:发展规划与产业司、市场与信息化司、农村合作经济和服务体系建设指导部、宜居乡村建设协调部)

4. Accelerate brand building

(19) Focus on brand marketing. Adhere to the guidance of the government and organize new agricultural business entities to participate in well-known exhibitions such as China Agricultural Fair, Green Expo, Sichuan West Expo, Agricultural Expo, and market development activities such as “Sichuan Goods National Tour” and “Ten Thousand Enterprises Going Abroad”; carry out mayor , county and city mayors’ agricultural product promotion activities, establishing stable sales markets in the Yangtze River Delta, Beijing-Tianjin-Hebei, Guangdong, Hong Kong and Macao, and accelerating the promotion of “cotton products coming out of Sichuan”. (20) Strengthen organizational leadership.
